If I wanted to buy seeds or seedling plants to grow, would that be part of a gardening skill kit, or should I be looking at it as, say, furnishings for a garden? (Or food? A lot of seeds are also edible)

I think any kind of seed would be assumed to be below tier 4 in availability for the climate you're in where they appear. You could simply purchase the seeds as part of your tier at tier 4. You can probably do that with any common plant.

Anything rare or extravagant or specifically referred as above your tier, I'd count as edibles. But I'd ask a local mod specifically how much you'd have to pay since seed/farming section isn't on the Shoppe just yet.
