Masterwork clothing

Going up the Tier System, you may access items from the Tiers below you. This means that you may access outfits that are worse in quality than those that are offered to you, if you so please.

You may choose to have lower-Tier clothing *instead* of the clothing offered to you at your own Wealth Tier. Please also note that while the higher Tiers have access to more and better clothing, it is up to each individual player, as long as their Wealth Tier allows, to decide whether they would rather wear silk and furs or cotton and wool.
This may just be me overlooking the obvious, but:

Is it possible to have masterwork clothing made from a fabric that's normally considered a lower level, or does the assigned tier of the fabric limit the quality that can be made with it?

Eg. Leather is listed as an average quality material - is it possible to have masterwork shoes/boots made from it?
Average-quality clothing:

Will be made out of an average variety of fabrics, including leather, fur, and wool

Cotton is listed as a basic quality material - is it possible to have a masterwork shirt made from it?
Basic-quality clothing:

Will be made out of a basic variety of fabrics, including cotton, linen, and hide

Yup, the fabric a masterwork garment is made from is 100% up to you. If you want a fancy hide jacket lined with brushed sackcloth that is masterwork, that's perfectly fine.

The fabrics/materials listed there are meant as a limit for the lower tiers more than the higher ones. So you won't be finding many poor-quality shirts of silk.... probably... Actually that makes me wonder if someone could go out of their way to craft one wtih no skill. I'll have to get back to you on higher quality fabrics for lower quality garments.

But yes, lower tiered materials are all available to higher quality garments.

Personally, I'd imagine low-quality garments of high quality cloth as hand-me-down items that have been mended badly/cut down or made over to fit from some wealthy persons castoffs/patched together from offcuts, but I realise that's harder to police in the game

That's a good example, and in that case I'd say it's unlikely but possible for there to be low-quality garments of better fabrics. But if anyone started describing their poor-quality clothing as being made from silk or better fabrics, and started trying to pass it off as beautifully crafted/etc, I believe it's something reviewers would pick up on and question. Otherwise, most are common sense about what their character would be wearing, if they acknowledge what they're wearing at all.

However, yes, typically the more quality materials will tend to be found crafted by more skilled hands, and treated with more care.
