My question is this: do Transmuters have control over the scaling of a Quality? Can they make it more intense by using more Ether, or less so? An example would be knowing the heat of a flame, but being able to imagine a lot of flame in one place, or very little could let them impart a variable Quality onto transmuted items.

Until this is clarified I'm going to assume that the quality of heat from a small flame held in the palm is nothing like the quality of a raging bonfire.

Your assumption would be correct.

The quality of a small flame is not the same as the quality of a raging bonfire.

When it comes to Qualities, dependent on practice, Transmuters can lessen the intensity of a known Quality. Transmuters cannot magnify a Quality. So, it is only ever the state the sensation was experienced at, or (with practice) a lesser form of that state. It is never a greater form of a state.

Obtained through specialized Skill Knowledge of directly experienced perceptible sensations (not abstract generalities), Qualities are memorized specific instructions meant to be encoded during Alteration. Success when applying Qualities should be treated as dependent on if the Transmuter has the Specialized Knowledge of the intended Quality.
