- The player completes an action that directly solves a problem the settlement is experiencing. (Does not stack with the above action.) - +2% Order - the settlement needs to be able to communicate to everyone in it
- I'm not sure if its enough, but possibly: The player completes an action that would lead to a new cultural quirk, supernatural effect or other notable change to daily life - Create an effect relevant to the change and add it to the settlement effects list.
