It depends on the Stoneheart's level of proficiency with Necromancy. Their Thrall Point capacity would be based on their level and whether or not they have learned Bonesong, like other Necromancers. I think they're mentioned as Necromancers only because it's common in the Coven to turn a would-be Lich into a Stoneheart.

But, also, to be clear: not all Stonehearts are Necromancers. Though they commonly are, anyone can be made into a Stoneheart.
