While in that program, they might be given a small allowance for expenses instead of having a job. It would earn just enough to cover expenses that season, though - not actually earning wp. It would just save someone from going into debit or losing wp to cover expenses until they could earn fluency in the required language?

I think this is all very much up to the city mod, how they deal with language and stuff, and not really the remit of the wealth system. If a city requires you to learn.. I dunno... Like language, qualifications also boost wages. How do you want to handle them?

So a big thing we want to do is keep continuity between the different bonuses. The renown gives +1wp a season, language bonus does the same, so it's important that the qualifications do the same. Knowing how much effort goes in to each of the qualifications, giving them a flat +wp per season is definitely a well earned reward.
Letter = +1wp a Season
Certificate = +2wp a Season
Diploma = +3wp a Season
Charter = +4wp a Season
Licentiate = +5wp a Season.
The ruling should still be that the highest qualification counts. It is not a cumulative bonus. Highest qualification begets that particular addition to wealth per season.

What about this reward? Are we just going to leave it as a 10% discount?10% off items in the Price List. (up to a maximum of 50%)
For a one-off 50% discount we've decided on 1 season's worth of items for free from 1 section (1 tier above your own) OR paying half the cost of a singular item 2 tiers above your own. Not sure how to translate that to 10% overall unless we just keep it as it is (as a percentage). But if we're going to do that, then why change the 50% discount to avoid percentages?

EDIT 2: Because I keep forgetting to say things, in my opinion we shouldn't up the PB point reward because PB points are not only intended to be used as a conversion to wealth. I think 50 is fine as it is.

Also, I think we've got to switch / change up those numbers a bit. The 50% discount is one-off. The 10% discount is perpetual. That means the 10% discount is actually worth more. So we need to switch the numbers (for the 50% 2wp off a single extra purchase; for the 10% 10wp off a single extra purchase) or change the numbers a lil bit. Unfortunately I don't know enough about the new price list (are we calling it the shoppe?) to suggest new numbers. Though I can try, haha.
I think the 50% one-off as 2wp is good. If we wanted to go higher for that one, maybe as high as 5wp? Perhaps the 10% one should be more like 10wp extra per year or something like that.
