Immortals, but she missed her husband. He was away on an expedition - their connections through the Immortal abilities they had lost because of where he was and Faith felt his absence like a molten brick in her stomach. That he was alone, out there on the edge of the world was constantly on her mind and yet, in this moment what she wanted more than anything was to look into his amber eyes and see him give that slight smile of encouragement. Because for all that she could appear confident, could look as though she was the professor, the business owner and the medic, the council woman who stood and made an impassioned speech - for all that she could look like those people, in the moment that he met her gaze, he saw the terrified slave girl. He saw the real her. And he would smile and believe completely that she could do it, even though that was who he saw. He saw how she felt, he knew her fears and insecurities - he knew her past and her present and he understood her.

Somehow, he still believed in her.

So, Faith pulled on all her training and all her discipline and she appeared outwardly entirely calm. Standing, not moving or fidgeting, she made eye contact with each person who spoke. Sephira, someone who Faith had grown to respect over the last few seasons, she gave a slight smile to, raising her lips just a little and nodding her head once. The idea of the slaves, once they'd gone through the programme, joining the military was a good one, Faith knew it. They were used to following orders. the military needed the numbers and all in all, it was win win. She was glad that Sephira saw what she did. Because to Faith's mind, abolishing slavery brought with it a very big risk. The risk of the slavers, the profiteers of this lifestyle standing up. They needed to arm the slaves - but more than that, they needed people to appreciate them. To respect them. To feel a personal sense of loss if that happened.

So make them the solution to the Element "problem".

Kura supported her and Faith was grateful beyond measure to that. She didn't doubt for a moment that her friend would speak honestly and, if she thought it was a stupid idea then she'd say so and without pause. However, she did not so Faith breathed out slightly. Amaris, too, spoke in support, although the argument for why was somewhat unusual, but Faith cared about votes, about passing this suggestion. When Merchant LeShard spoke, after she had Faith nodded her head. "It will need to be a declaration from this moment and the writ will need to include that no one can be punished for anything previously. However," she said, with a ringing tone of determination in her voice, her fear forgotten in her passion and commitment. "it must be clear that the moment it changes, they become free citizens, recruits and trainees in the Elements." Another reason for Faith's insistence on the Elements being involved and integral. Harming a member of the Scalvoris military carried a higher penalty in court, traditionally. She was relying on that to stop any anger killings. "That gives the Elements the security and assurance needed, it gives the freed slaves the clear knowledge and direction they require and it allows us to work together."

To Egg Liza, though, she turned her attention and she listened to the woman speak. "You raise an important point. As much as this writ, this decree imposes responsibilities on us, so too does it on the current slaves. They must pay off their debt and since, in Egilrun, you brand their faces I believe, so that all may see," a slight pause. Just a slight one, but let that sink in. "They won't be able to go far, will they? They are given restricted papers until they have paid off their cost, then full ones, and that their cost must be paid is written in." Which would mean that Egilrun would have money coming in. "But certainly, a discussion on Slag's Deep would be most welcome." And there she thought she was trying to right wrongs one at a time.

"The Chancellor of the University has already agreed that slaves may study," that had been after she had harangued him, in fairness. "For all we know, there is a scientist or medic in those numbers. I would like Isonomia and the Elements to work with the University and the Trainer, in the trials to come, to set up scholarship programmes for those with talent, once they have paid off their cost and whilst they work with the Elements. We have a basic education programme in Isonomia, which we can utilise. Also, if appropriate, with the Glass Temple and the Devout, in order to ensure that all opportunities are available to the new citizens of Scalvoris, should we have any whose future lies within the priesthood. They will make us stronger." Nodding her head to Brandel, she spoke softly. "I call to vote."

Her own, of course, was aye.

Kura smiled at Amaris as she added her voice to the support of the move, then looked at LeShard as she spoke up. "I hadn't intended to make a motion to prosecute the slave traders, even those that had been unlawfully been operating on Scalvoris soil. So long as they do not violate the law going forward, then they are as free as any other citizen." she said, her tone calm. Then Liza stood up and Kura could practically smell the anger coming off the representative of Egilrun. This could be trouble and she focused her icy gaze on Liza as she spoke. Truth be told, she had virtually no personal interest in seeing slaver repaid for their exploitation, though she knew that she was close to being hypocritical there. She had owned slaves in the past, but in such cases they had been like Cally, too dependent on her to make freeing them, in her mind, a safe proposition, especially with no support structure. Isonomia, however, provided the support structure they needed for this initiative, but she knew that not everyone who had slaves were actively malicious.

The comment about the Warden of Slags Deep caught her attention however, and she shifted her gaze to him. Perhaps their interests were more aligned than she supposed, but she would have be cautious until she was more certain. Then Shania stood up and said her piece, leading into Brandel calling for final statements and a vote. She let Faith answer Liza's comment, glancing at the Egg when the comment about branding came up. Distasteful practice, it was, and needlessly cruel. "Isonomia will handle making sure the owners and slavers are reimbursed, I would assume." she said, her tone calm and genial, though in truth it was because she didn't trust many of the former slavers or slave owners to be honest in the transaction. "As to the discussion regarding the reintegration of prisoners, that's worth discussing. In fact, it's already on the agenda for tonight, I believe." she said, glancing at Brandel as she said it.

When Faith spoke of working with the temples and universities to offer those paths to former slaves, Kura nodded. "If the Rangers are amenable to the idea, we could work with them as well." she said, nodding to Elliot. She knew they needed new recruits as well, and this was better than that insane derby that Cornell had run. When Faith called the vote, Kura smiled at her friend.

Her vote was with Faith, in support of the motion.

And so it seemed that final words on the issue of outlawing slavery were said. The tension in the room was palpable. Faith had started the vote, with the raising of an open palm, signaling an aye. Kura followed suit in a show of support. And so the votes went around the room. Militant Broson raised an open palm, a determined yet proud look upon his face, as he took this duty quite seriously. One of the few one this council not in it for their own personal wealth and power. Accountant Fraer also raised an open palm, a smug sideways glance toward Merchant.

Four aye votes so far, halfway to the eight required for the simple majority they needed to pass the motion. Devout Reza came next, and she raised a closed fist. The first nay vote. Trainer Tren looked around a bit unsure, nervous, before signaling with a knock upon the wood. A tabling of the motion, effectively an abstention in this instance. Academic Witchbane was next, and he was smiling so broad, with his chest puffed out, that it seemed he already knew how the vote might go. He raised his open palm.

Five ayes, one nay, and one abstain. Merchant LeShard, still scowling, raised a closed fist. Almundian Tide joined suit with a raised fist. The vote passed onto Naturalist Amaris, who made no indication one way or another. An abstention. Darybtonian Elliot looked annoyed at having to even be included in this, scowling at a few of those here, before raised an open palm. Gunvortonian Shania followed his lead, smiling, pleased raising an open palm.

Seven ayes, three nays, and two abstentions, with three more votes remaining. Havardreen Linca somberly raised a closed fist. Proper Birch knocked the table. The final vote remained with Egg Liza. The air was thick, heavy, and it seemed as if all eyes were on the representative of Egilrun. The arm slowly raised up, the fist already formed, and for some, those who this weighed heavily upon, it seemed as though time were standing still. Right as her hand came up, the fist unfurled into an open palm. An aye. The final aye.

The room of spectators was full of gasps, some cheers, and still others kicked their chairs out from beneath them and stormed off. The Warden of Slags Deep was smiling softly, whereas Cornel Sherapo was staring daggers at Darbytonian Elliot.

Albarech Brandel thumped the table, "The proposal has passed. Councilor Augustin, as this was your proposal, I will expect you to draw up the papers and requests needed for Isonomia and Beacon's involvement in this process. This law will go into effect upon Ymiden 10th. I will now give out your individual assignments that must be completed before the change. Councilor Broson, you will draft up the Elements' program for taking in newly freed slaves, as desired, as well as drafting up the enforcement protocols and punishments falling under the new law. Additionally, Broson, you will communicate the need to begin enforcing this law upon the first trill of the 10th. Accountant Fraer, you will create an office for handling the claims and paperwork concerning the slave debts. Trainer Tren, you will make appropriate preparations to receive more slave children into the education programs, as well as any change in the curriculum as necessary."

"Academic Witchbane, you will oversee the creation of the appropriate scholarship programs and changes to University protocols. Merchant LeShard, along with Councilor Wolfsdotter, will handle the communication with foreign merchants and nations with which we trade and are in regular contact with to inform them that slaves are no longer to be brought upon Scalvoris soil. To do so is to forfeit the slaves without compensation. City and village leaders, you are to communicate the passing of this law and must ensure that full compliance is met within your areas."

"Ten trials everyone. See to it that this transition goes off peacefully and properly."


Albarech Brandel thumped the table once more, "Special Assistant Blackwood, please present your proposal concerning the founding of a police force, separate from the military. Following Ms. Blackwood's proposal, the table is open to discussion."

Just like that history was made in Scalvoris and slavery was ended. It all happened so swiftly and seemingly so easily although Sephira was certain that a great deal of effort had gone into Faith Augustin’s proposal that she had not been privy to. With that vote ended the floor was then opened to the young soldier to make her case for the founding of a proper police force. She had one other issue to bring up afterwards but that would have to wait for later in the night.

Collecting a thin sheaf of papers in her gloved hands the Special Assistant stood and came to stand at the forefront of the room. She didn’t have a seat on the council to speak from so the woman was required to stand and make her case. It took a trill for Sephira to find her voice, public speaking never came easily to her but once again it was being asked of her. She flicked her eyes up to Militant Broson and gave him a respectful nod before she began.

“As a nation, Scalvoris has experienced tumultuous times these past seasons and we have been tested like never before.” There was a somberness to her voice that only further implied meaning to her words. Sephira had faced so many things since becoming an Element. She had dealt with rogue mages, cultists and of course common criminals. She had both saved lives and taken many of them, and now she was stepping into the realm of politics. It was a transformation that she had not seen coming.

“No organization was tested more than the Elements. The cult attack, riots in our streets, and then violence against our own soldiers. We have been dealing with problems that a military is not well equipped to handle.” This was true, the military was not well trained in such sensitive tasks. Too often they had resorted to shows of force rather than exercising subtly in their actions. She took a deep calming breath before continuing.

“A military is meant to contend with foreign threats, not domestic ones. We have been out of our depth for long enough and it’s time that we made a change. I ask that we found a police force from existing Element Troops to form a group of law enforcement officers that can more effectively deal with upholding the law and protecting the people.” Sephira looked imploringly out at the crowd.

“The Elements themselves would be appropriately assigned to defending our borders as we always have, from threats that might come from the land, sea, or sky. While the police force can be tasked solely with law enforcement.”

The woman’s eyes grew serious as she made her closing arguments. “We cannot continue to be everywhere at once and we cannot continue to contend with problems that we are ill equipped to solve. Scalvoris has grown and changed, it’s time that we did the same. A police force will make this island safer than it has ever been before and with the incoming influx of new recruits, there would not be a better time to make this change.”

With that Sephira placed her hands behind her back, waiting for the council to respond to the proposal. She was no diplomat or great debater so she had simply stated the facts. The Elements could not continue as they currently were. They had to change.

Had Padraig been here he'd have understood just why it was that Faith looked oh so very calm during the voting. Her silver and ruby eyes watched as each hand moved. Palm up from Kura, The Militant, also, turned his hand palm upwards, then the Accountant. Half way. They were half way to what she had dreamed of since the first time she sat in their home in Andaris together and told him of the charity she wanted to found. She'd said, then, the trial after Tristan had set her free, that she could end slavery and Padraig had told her that she could do whatever she put her mind to. That the Devout voted no surprised Faith, but it was how it was. They had four, she reminded herself and besides. If the answer now was no, she'd keep going until it was yes. The Trainer abstained and then the Academic said yes. His smile was such that Faith wondered what he knew which she, most certainly, did not. She wasn't upset or concerned at the next two but at Amaris, Faith was aghast. Nothing? Not even a glance or a no? A no would have been better, because at least it would have meant standing for something. She couldn't hide the look of disappointment, the look of hurt on her face at that.

The alst few, Faith felt as though she simply could not watch and yet she could not take her eyes away and then. The final vote, it came down to the final vote and the Egg voted yes. A wave of nausea and dizziness washed over Faith as she realised that they had done it. They had done it and, at the gasps in the room, she looked up in some surprise as though remembering just how many people were in the room and she gave a slight and somewhat shaky smile. They'd done it. She wanted to sit down, throw up, get some fresh air and hide under a blanket all in the same second; more than anything she wanted Padraig to be there to share this moment with her and her prayers for her husband were as heartfelt as ever. But this, done in Famula's name and in service to her was something which Faith had worked tirelessly towards. Slavers used Famula and her Domain of service as an excuse. But an excuse it was. Famula had marked her when she was free - not in chains. The moment she was free and continued to choose to serve, then Famula marked her. Slaves had no choice and it was not the natural order of things.

"It will be done," Faith said with a nod and then listened as the Albarech gave out jobs and tasks. Her hands trembled but she held them close together and then, turned her attention to Sephira. The woman made a good point and she argued it well. Faith thought for a moment and then she spoke. "Civil unrest and disorder is not best dealt with by a military and it is detrimental to the well being and welfare of our citizens that we do not have a better solution." She met Sephira's gaze and she considered her words carefully.

"However, there are questions. Who will train this force and where will they train? Practicalities and logistics which can be worked out if the motion passes. However, a police force has a different remit than a military, even though it might share many of the same skills." They would investigate, she assumed, they would deal with domestic disputes on a small scale and riots on a large one. In many ways, this force Sephira was suggesting would be the face of law on Scalvoris.

She nodded her head as she thought it through. "It is important to recognise those differences from the outset and, as such, I would suggest that the police have a distinct leader who works with, alongside and equal to the Militant. Who has a place on this Council with him, representing the force in question." With a slight smile, but in many ways an almost apologetic one, for Faith knew what she was saying and what she was suggesting here, "And I nominate you, Element Blackwood, to be that person. You have the vision. If this passes, we'll need to do it properly, after all." With a glance at first Sephira and then the Militant, Faith raised an eyebrow. "What do you think?"

As the rest of the council made their votes, Kura watched them carefully. Most of the votes went as expected, barring a few. Devout Reza's vote was a surprise, and when Amaris abstained, Kura raised an eyebrow at her in surprise. She was beginning to think that the deciding vote would have to be Brandel's, but when Egg Liza made her vote, Kura was admittedly surprised. She had calculated the odds of Liza supporting the motion as being very low, but she was glad of her vote. Then she looked up into the audience, noting the reactions of the crowd, especially The Warden and Cornel. Those two were a pair of wild cards she'd have been happier without for the time being.

When Brandel gave her assignment, Kura nodded. "We'll need to account for ships that are in transit and thus won't hear of the news in time, but that's easy enough. I'll have the appropriate letters written up after the ceremony tomorrow." she said, her tone calm. When the next topic came up, Kura looked over to Sephira, listening to the mages proposal. In truth, she didn't understand the soldiers proposal at all. When she finished the proposal, Kura let Faith speak, then stood up. "I'm concerned about the potential this has to split our armed forces, to be honest. I agree that the Elements, as they currently are, are largely unsuited for domestic issues. However, I feel like training the elements to handle such issues would be an equally workable solution." she said, shrugging slightly.

"However, since either route would have the desired effect, I don't feel it is necessary to split the council on the issue unless there's a lot of strong feelings either way. I would, however, request that any police force be trained to follow military orders in the event the island gets invaded." she said, her tone serious. Truthfully, the odds of Scalvoris getting invaded were low, but she liked to plan for that sort of eventuality. "As for the matter of a council position for the police force, if Special Assistant Blackwood wishes to transfer to the police force, I would support her joining the Council. However, if she wishes to remain an Element, I would not be willing to attempt to force her transfer." she said, her tone serious, before she sat down to let the next person speak.

When Councilor Faith stood to comment on Sephira’s first proposition, the mage felt at least a bit more comfortable with the spotlight momentarily off her. She appreciated that the woman supported the notion of a police force even if she also brought up the very reasonable considerations that needed to be made. Someone would need to be at the helm and have a firm grasp on this group. This person would be faced with difficult decisions and likely serve as a pillar of the community. Sephira hadn’t even given a thought to this position for herself.

The chief of police would be a public figure that often dealt with the members of the Scalvoris community and Sephira had one very important attribute that made her rather unsuitable for that role.

She was a mage.

How would the people of this island react if she, a known mage was put in command of a force responsible for domestic law enforcement? Would she ever be totally trusted? Sephira certaintly didn’t think so and she quickly felt her lips being tugged into a frown as Faith put forward the notion that Element Blackwood become the leader of this police force.

However before the soldier could speak, Councilwoman Kura stood to put in a few words of her own.

Sephira listened in silence as the mortalborn gave her opinion on the matter. It was true that the Elements could train to better deal with issues such as law enforcement, but as an acting member of the military she didn’t see that as feasible. There needed to be a clear distinction between the two groups, and a clear leader of each organization. However the woman did agree that the police should be trained to partake in military exercises in the case that their numbers might be needed to defend against an invasion.

“I agree, any police force should be trained to work with the military and follow orders during times of duress, like you suggest Councilwoman. It is only common sense.”

Sephira turned to face the councilors, her eyes darting toward the Militant for a moment before she spoke again. He would know that she had little interest in leading the police, her second proposal that would come later that night would deal with something closer to home for her: The management of military mages. This was something that Sephira would have no issue in spearheading if it was asked of her.

“As for the issue of leadership, I personally think it would be unwise for me to lead any kind of domestic law keeping force. Whoever is chosen should be an individual that the community is comfortable with and someone that they can trust. I mean no disrespect Councilor Faith, I appreciate the vote of confidence, but I highly doubt that I would be completely trusted, as I am a mage.”

This was all said with a flat, matter-of-fact tone. Sephira was more than aware that mages were often detested and rightfully feared by the Sparkless. It would only be asking for trouble if she were to take such a public and vital role for herself. She was also unsure if Faith was aware of her identity as a Rupturer and Attuner, it was not unlikely as she had been forced to use her abilities in public before ,however the Element had always made an effort to only engage in the arcane when absolutely necessary.

“It is also my opinion that role is better served elsewhere. But thank you.” She said sincerely, while nodding at the dark haired healer.

With that Sephira waited for the meeting to continue forward.

Militant Broson was the next to speak. "I believe there is merit in Special Assistant Blackwood's proposal, but I do feel that it will need more planning in order to move forward with it. A policing force, separate from the military, is a smart suggestion. It gives an extra bit of oversight, as well as provides the ability for this new force to specialize in things such as peaceful relations with the public, investigation practices, etc. If we've learned anything from recent events, it is that we're not equipped to handle local issues. Our Land Troops go after what they see, but they are soldiers first, investigators far second. Special Assistant Blackwood is one of the few capable of such investigations, and she most certainly ran into her own problems handling such things.

I move that we table this motion until the next meeting, so that Blackwood, myself, and my Assistants can help her craft a more complete proposal, including the logistical issues that Councilor Augustin pointed out. We will ensure the proposal has plans for training facilities, budgetary requests, transition plans for those in the Elements wishing to transition in, and other such concerns. Additionally, we will meet with the city and village Councilors to work out the plans of implementation within each of their areas respectively. What works in Scalvoris Town does not necessarily work in Darbyton.

However, I do not support Blackwood's position at the head of such a force. I support her self-assessment as a risk, being a mage. I feel she best serves her role within the Elements proper."


Next to speak was Trainer Tren. She kept her island renown glare in check, for she was not needing to teach anyone present. "I think this is a solid idea, if brought forth a bit half baked. I would like to offer up nothing more than something I've noticed. Many of the children I teach, as well as the children taught by others, often see soldiers in the streets with their weapons not peace tied, and they are scared. This generation of children has seen the effects of fighting, of the arrival of the military, has known death and destruction, and they are terrified. The word magic sends them diving beneath their desks and into tears.

Should this proposal pass, I believe this needs to be taken heavily into consideration for how such a force might operate as the protectors of the public."


Merchant LeShard now began her own words, her eyes still showing her anger from having lost the slavery vote, and all the money that would soon be gone because of it. "Special Assistant Blackwood's proposal is so incomplete that I cannot even begin to believe that it is being considered here for a vote. Coming forth with an idea is not something worth voting upon. Coming here with a plan is the only thing we do here.

Additionally, this will require a clear separation of jurisdictions. Elements would clearly protect the borders from invasion, but who would handle the policing of merchants coming into port? Who protects the docks from creatures? From thieves? Where does one's influence end and another's begin? There are far too many unanswered questions here. This proposal needs completely reworked and brought back at a later time. We deal in plans, not wishes."


No others chose to speak up about the topic at hand, though a lot of faces were clearly uncomfortable. Some agreed with Merchant LeShard, and others did not care for the tone in which she spoke to a mostly respected citizen. Albarech Brandel now spoke. Open palm for an aye vote, accepting this proposal as is, separate from Special Assistant Blackwood being in charge of it. Closed fist for a nay vote, leaving the policing of the public to be entirely within the Elements jurisdiction. A knock upon the table signals the tabling of the motion until the next meeting. No motion is an abstention of the vote. Following the vote, I will hand out assignments should the proposal pass. Following this, Councilor Mareth will present her proposal on Slags Deep prison and the judicial system."

There were many, many things which Faith dealt with not liking but having to accept that they existed, for now. Yet she had a fundamental instinct. "With all due respect, Councillor, Special Assistant Blackwood is not a council member and has behaved entirely appropriately. Had she brought forward a sheaf of papers and a final proposal I am sure some would have commented that she has no place in doing such. As a non-Council member, she brought forward a suggestion and has been given the nod to turn it into a proposal. I would say that is entirely appropriate." She said that to all of them and then turned to Merchant LeShard. "And whilst you are correct, Councilor, as to what we do, Special Assistant Blackwood is not one of us. If you keep that in mind, maybe you'll begin to believe it is worth discussing."

That said, Faith considered it. She did so carefully and then she spoke her last on it. "We are faced with an absolute certainty. In light of a number of situations, recently and for a while before that - the Elements are not trained nor equipped as the best group to police our streets." She glanced around and pointed out what was quite evident to her. "As someone who was kidnapped in broad trialslight, I believe that I am qualified to make that statement. However, there is no doubt the determination, bravery and dedication of many of their number." Faith shrugged slightly. "Also, considering the passing of the previous vote and what that means in terms of numbers, and a fundamental change, I wholeheartedly support this proposal being fleshed out and brought to the next Council meeting. I am confident we will be glad that we took that decision, if we do."

Next up was Kura's vote and Faith turned, ready to listen to her friend and what it was she had to say. Kura and she agreed on a great many things and disagreed on as many. However they worked well together and Faith did not doubt that Kura's proposition would be well thought out and well considered. So, she sat back and waited to hear it with interest, all the while still somewhat reeling from what had happened here this night.

Kura sat back and listened as Sephira answered her comments about the training of the police force, but when the issue of a mage leading the police force came up as a negative, Kura shook her head. "I do not believe that mages should be restricted from the leadership of any potential police force. Frankly, the only thing that should be considered is whether any potential leaders are capable of doing the job." she said, her tone calm. Then she fell quiet as the rest of the Council spoke. Truth be told, she agreed with tabling the motion until a more complete outline of the police force proposal was ready.

When the topic of armed or magical forces engendering fear came up, she shook her head again. "I understand your concern, Tren, but if the police force is to be effective, it will need to be armed in some way. A sternly worded admonishment is not going to stop a thief or murderer, after all. And having our protective forces be made to peace tie their own weapons is rather counter-productive." she said, her tone rather wry. Then LeShard spoke up, and Kura scowled at her. "Shame on you, LeShard. If she had come with a full proposal, would you have scolded her for doing our jobs? It has already been acknowledged that Blackwood's proposal needs to be filled out, there was neither call nor need for you to speak to a soldier who has repeatedly risked her life for Scalvoris as though she were a disobedient child." she said, her tone sharp. "I have no doubt that Broson and Blackwood will have the answers to your concerns when they flesh out the proposal before the next council meeting. In the meantime, I would remind you that any citizen of Scalvoris may speak at these meetings, bring forth any suggestion, and that it is part of our job to hear them all out and give them due consideration." she said, her tone cold.

"That being said, I do agree with Broson that this needs more time to be fully fleshed out." she said, knocking upon the table for her vote, signalling her support the proposal being brought to the next meeting in a more fleshed out manner. However, she smiled at Sephira as she did it. The Element had Kura's complete trust that the proposal would be fully fleshed out when brought to the next meeting.
