If I wanted my character to have skis, or skates, or snowshoes for getting around in the snow/ice, would that fall under Clothing (because they're worn) or Household tools (like garden tools) when it comes to the Shoppe? Or something else?

I have looked, I can't find mention of them anywhere.

I'm going to say that -if they're things which are "common" for a place that has a lot of snow - then it's clothes.
But if it's equipment / tools- really specific stuff - then it's tools.

So most of it is clothes, unless you're a) somewhere sub-tropical or b) going on a real hiking expedition, it's clothing, I'd say.
