Factions of Quacia
Arkenstone Family

The ruling family of Quacia since its inception several hundred Arcs ago, the Arkenstone family have been responsible for a great deal of the city’s growth and direction, with each fallen King being replaced by their eldest son in a classic primogeniture system of hereditary rule. As of present trial, there has yet to be any breach in the rule of the Arkenstone family, except for the rule of the Corpse King, who, notably, was deceased.
Whilst the family is treated in luxury, several of its members can be found assisting in assorted matters of government and assisting in the overall work of the city. While the primary sectors of the city have been granted over to the control of the Dukes, it is the members of the Arkenstone family, and of certain minor nobility who deal with a great deal of the bureaucratic work of the state.
It is not uncommon for those sons of the reigning monarch who are not immediately in line to rule to act as officials for his stead, or to serve in the Dragoon garrison, and the reigning monarch has not broken from this tradition in the slightest.

The current King of Quacia takes the name of Edmund II, named after the original founder of the city, though he exhibits few of the qualities which made the original King an adored figure. Edmund II is a generally apathetic man, his eyes flashing with an expression that could only be described as lackluster, searching for something better. In fact, it is a public secret that he intends to flee from the city of Quacia at some point in the future, abandoning it to whatever fate it is meant to suffer, and instead choosing to resettle his family in some foreign land.
While he remains within the confines of Quacia, however, he exhibits an excellent degree of control over his immediate servants, and has the confirmed loyalty of the Dragoon garrison to enforce his rule. He is neither tyrannical, nor particularly liberal in his treatment of his citizens, but instead merely acts to achieve a status quo whilst he works towards his own goals. Edmund II, whilst not actively working towards the satisfaction of others, is simultaneously not ignorant of their desires, and he is careful to throw them the proverbial bone every now and then, to sate their want for more until he can finalize his plans of escape.
Edmund II is not a despised King, nor an adored one, though many perceive him to be an obstacle in the way of accomplishing their goals. The Theocratum eagerly await his disappearance from the area so that they might attempt to resume far more strict policies upon the Heaps, the Dukes would also like him to make a healthy exit so that they can divide the city among themselves, and regain at least a portion of their lost power. Many of the radicalized Heaps on the other hand consider him to be nothing more than a seat-warmer, an inactive and ignorant leader whose elimination or disappearance would be preferable to his presence, albeit not necessarily any worse than being under the immediate control of the Theocratum or the Dukes.
Noble Dukes

The Nobility of Quacia are renowned for their secretive ways and their cunning politicking. Whilst it is true that the most recent iteration of Dukes have far less relative power when compared to those of ancient Quacia’s past, they still derive a great deal of pleasure from using their heritage to achieve whatever goals they set for themselves.
The current lineup of Dukes are far less united in their purpose than those who once assisted in setting up the Corpse King, but nevertheless, they each have assorted goals that they would far rather see accomplished as opposed to solely working for the good of the King.
Due to the fact that these Dukes are granted their positions solely out of reverence and respect for their bloodlines as opposed to their actual talents in regards to such positions, it is not uncommon for a Duke to be nigh entirely unqualified for a position, though King Edmund II has taken great lengths to at least attempt to match them to positions that he feels will exemplify their own personality quirks.
The Duke of the Dockyard and The Gleam
Duke Rayford Morose
Male Human - 67
Rayford’s motivation is revealed when one inquires after his heritage, and he often answers that he is regretful of the fact that his father did no good to city trade, and because of this Rayford only wishes to try his best for the city and help bring more glory to its ancient gates. As far as most can tell, he does a fairly decent job. He's rather close to the ear of the King because of this, and often if he's able to convince the King that an idea might be profitable, he's able to receive royal support for it. Truly, if you ask anyone in the city, Rayford is the kindest and most beloved Duke, which, admittedly isn’t difficult given the nature of the others. In fact, some might say he's too good to be true. And the secrets that live in his basement, would quite honestly agree with those people.
The Duke of the Dragoon Garrison
Duke Elmore Hathamory

A rather zealous man, many of his punishments lead to the shedding of blood in a sort of quasi-worship of the Wounded God. Or at least, that's what he tells anyone who speaks out against him before organizing their next round of flagellation. He is known to be mildly more compassionate towards those who regularly bleed themselves for the Wounded God, further showcasing his romanticized attitude towards the Scarlet Belief. He's more than a bit fanatical and his entire body is lined with scars from heavily wounding himself in worship. As a child, he had a near-death experience where he believed the Wounded God came to him and thanked him for his service, but said he was still needed to do his job so he wouldn't die that trial. He's been a little less than sane ever since.
The Duke of the Lair
Duke Detlev Brythian
Male Biqaj - 37
Duke Detlev is the most intelligent of any of the currently existing dukes, showing mental capacities far, far above that of the average man or woman. His silence is mostly due to his nature as a devout heretic, quietly as possible worshipping the likes of Kata and Mastes. His association with the Lair left the man indulging a great many of the available vices at a very young age, careful to keep this under as many wraps as possible.
He made companions among the Vicemen and did his best to assist them in many ways, allowing their business and their relationship with him to flourish, further involving him in the detritus that was their work. It was one of these Vicemen, a man of a strange and chaotic disposition, who introduced him to the worship of Kata and Mastes. It wasn't long until he was hooked. He's been as careful as possible to keep this under wraps, and his position as the Duke of the Lair is the only thing that really protects him.
He doesn't have a shrine to the pair or worship them solely in words, written or spoken. His worship is found at the bottom of an ale glass or in the high of that newly concocted drug. It's questionable if his relationship with the pair goes beyond that of just base worship. After all, the scar upon his hip is seldom visible, and not truly very noticeable.
The Duke of Condemnation and the Outside
Duke Quinn Malory
Male Human - 44
Duke Quinn has an aura of presence that is best described as chilling. His eyes are hollow, lacking in spirit or emotion, and he does little more than serve his duty. Never once has he done anything of extremes, be it for or against the Scarlet Belief. He is a man who simply exists, as though he were a shell, exacting the rules of the city in a way that is ruthless, but not cruel like with Elmore.
He performs in a manner better attached to the uncompassionate nature of a machine, and he exacts his duties with a kind of quiet devotion, constantly striving to get things to as precise a degree of perfect as he is able. Holding a conversation with Quinn is feasibly impossible, as the man never gives more than simple single sentence responses. Trying to hold a conversation outlasting a couple of bits will often get a scathing reply of something along the lines of wasting his time and his breath.
Of course, this is what makes him the perfect Duke to rule over Condemnation. His precise following of the rules ensures that no bribes will allow entry to those of unsavory character, no one will talk their way into the city, and no potential dangers will be allowed past the walls. Quinn is perhaps the man most difficult to get on one's side, especially if the proposed action would go against his coveted laws.
Quinn does have a noticeable distaste for Detlev, though it's uncertain why as the two usually share quite little interaction. Some believe it's based solely on the rumors of Vicemen sneaking people into the city, something Quinn takes great offense to as the Duke of the city’s only official entrance and exit. The only time he seems to lose his self-perfected composure is when he is informed that persons are sneaking into Quacia, in which case his rage can be as, if not more, frightening than Elmore.

Heap's Commune

Whilst not an official faction by any means, there have been a great deal of rebellious murmurings among the ranks of the Heaps. Many of them can still recall fresh stories of the Heap’s Rebellion, and the fruits of liberty that had been borne from such aggressive retaking of their freedom, and some among even the most squalor-ridden class have managed to attain enough literacy to read of the lost glory of Quacia.
Two distinctive parties have arisen amidst the radicals of the Heaps, each similar, and yet distinct in how they would divide the city. On the one hand is the proposal for a Republic, a system wherein representatives are elected, and these would sit together on a form of council and determine the decisions of the city. The Republic party has notably been far less violent in their actions thus far, though this has also mean that they’ve gained somewhat less notoriety.
Their opposites are the violent and revolutionary Democratic party which wishes to institute a rule wherein there are no councilors or leaders to act as representatives, but where each decision is voted on directly by the people of Quacia, and where the majority rule is always the path which is followed by the city’s people. Their attacks upon both Dragoons and fledgling members of the nobility have drawn the ire of such organizations, and simultaneously, more public notice of their cause.

Female Human - 24
Eci at first appearance is best described as a noble and honorable creature with the best intentions of the majority at heart. She is a devout support of the idea that all monarchies are in a way tyrannical, and they should no longer exist in order for the world of Idalos to progress to a more civilized state.
Due to her ideological beliefs, Eci is an avid supporter of pushing Quacia towards becoming a Republic; a system wherein the people elect representatives to act on their behalf. Her methods are fairly conventional in nature, relying heavily on her ability to speak and be heard, however, her speeches themselves follow a more radicalized format.
She can easily be swept up in her own speech, becoming very loud and impassioned about the topic of Quacia’s future, especially when it comes to how the city should be ruled and governed. She isn't a foolish woman, however, and understands that her radicalism could easily lead to her death at the hands of a Monarchist assassin from Edmund or his Dukes.
Due to this constant state of peril, she often relies on the construction of mayhem and the distraction of the Dragoons in order to find time to give her speeches, focusing her efforts upon the oppressed Heaps, encouraging them to rise up and create a nation of equal opportunity and rights.She is an avid support of a republic system and while she tolerates Lend, far more than he tolerates her anyway, she does not agree that a true democracy would be in the best interest of the people, recognizing the mob mentality that swept over many during the Heap’s Rebellion.

Where Eci's tactics are refined and often times carefully planned, Lend works to prove his point by showing everything wrong with the monarchy. He accomplishes this goal by destroying anything endorsed by the nobility. He has been known to use any tactic from guerrilla warfare to psychological warfare, always preaching about how what he's doing is for the best of the city, blaming the cause of such attacks on the tyrannical rule of the King.
Surprisingly, his violence has tempted many Heaps to agree. Hadem himself seems to follow at least some code of conduct, and has been known to exclusively attack the ruling nobility as well as their Dragoon protectors. To date, he has never attacked any of the Heaps living in the Shanty, and seems content with simply speaking to them without need for intimidation or threat.
He is in full support of a true system of democracy as it best fits the wishes of the people as a whole, which is the way that things should be represented in his mind. He's been known to attack Dukes based on public opinion of them as a way to demonstrate this system of proposed democracy, and has even attempted to hold mock votes to determine who the citizens most desire to be assailed. Without fail, these votes are broken up and the Dragoons punish anyone they can find partaking in or supporting such gatherings.
While Lend may seem like an absolutely obsessed revolutionary at first, there is a method to his madness. His actions are usually ones that villainize the ruling class to extremes, and he has been known to dig up and publish a great deal of the nasty information that he encounters in regards to the Dukes. Were it not for the blatant illiteracy of Quacia, his words might have already sparked a revolution.

Theocratum

Serving as the interpreters and enforcers of the official state religion of Quacia, the Theocratum hold a power and sway over the city which is seldom rivaled by any of the other factions. Their monumental political power can especially be felt in their relative control over the disorganized Heaps, assorted kindnesses tossed down at the illiterate and dysfunctional crowd in order to ingratiate them, whilst simultaneous rituals and rites grant the lost and the weary a sense of purpose and community otherwise lacking in their unfortunate lives.
While it is true that a majority of the members of the organization are motivated solely by their religious beliefs and are acting in full accord of their religion, it is simultaneously true that many of the Theocratum’s hierarchy are involved for the sake of the political and social power granted to them. The Heralds are especially guilty of acts involving attempted power-grabs, and as such it is not uncommon for such high-ranking officials of the Theocratum to find themselves transferred to far less kind positions after they’ve made a mistake.
Their constant purge of heretics and infidels has led to the religion being associated with far more cruelty than many of their foreign contemporaries, and the presence of what essentially amounts to a secretive inquisitorial force prowling the city for signs of such persons has on occasion led to quickly-silenced critics. Regardless of the morality behind their actions, they’ve managed to hold a fairly vice-like grip upon the religious status of the city, and it seems unlikely that they’ll be dislodged anytime soon.
The Voice
Archimedes III

Born as Davin Velani, the man who would later grow to become the Voice of the Theocratum was raised by a poor family living within a mere shack within Shanty. Whilst the remainder of his brothers and sisters chose to work in various fields and professions, Davin never truly removed his sight from the strange religious men and women he would see scattered throughout the city, observing as Tribunals went about their secretive agendas, as Heralds preached.
When his father was slain by a Creep-creature on a routine trip to Mirage, Davin was devastated, and found himself drawn ever closer to the comfort provided by the Theocratum… what little was to be found, at least. He became acutely aware of the rules of the Scarlet Belief, and found himself enamored with the possibility of a Wounded God awaiting rebirth at the bottom of the world, below any concept of physicality, awaiting the signs… the healing of his damaged un-flesh.
Velani served briefly as a lesser member of the Theocratum, gradually drawing the attention of the members of the upper echelon with his devotedness and ability to reason. Following a debacle in which a Herald was unceremoniously granted Anathema for his heretical teachings, Velani was allowed to fill his position, and soon became aware of the true nature of the Theocratum. He was exposed to the backdoor dealings, the sneaking suspicions of his peers, and the constant need to exhibit certain favorable qualities to the public.
Having never been granted such luxury as he was now given, Velani worked with exceptional prowess, his determination leading him to a great deal of success, and when it became time for a successor to the deceased Voice to be chosen, he managed to slyly captivate the hearts of his fellow Heralds, promising them powers and authorities, asserting his dominance over those who had not yet caught on to the nature of the game.
He has since worked tirelessly as the Voice to ensure that the status quo is maintained in a favorable degree, and that the heretical footholds of the city are quelled and annihilated before they can grow into any form of proper threat to himself or the followers of the Scarlet Belief. His charismatic speeches and rhetoric is on occasion broadcast entirely to the city by means of The Caller, throwing citizens into a fervent and fanatic state of devotion to the Scarlet Belief, enacting his will, and that of the Theocratum with ruthless efficiency.

He became acutely aware of the rules of the Scarlet Belief, and found himself enamored with the possibility of a Wounded God awaiting rebirth at the bottom of the world, below any concept of physicality, awaiting the signs… the healing of his damaged un-flesh.
Velani served briefly as a lesser member of the Theocratum, gradually drawing the attention of the members of the upper echelon with his devotedness and ability to reason. Following a debacle in which a Herald was unceremoniously granted Anathema for his heretical teachings, Velani was allowed to fill his position, and soon became aware of the true nature of the Theocratum. He was exposed to the backdoor dealings, the sneaking suspicions of his peers, and the constant need to exhibit certain favorable qualities to the public.
Having never been granted such luxury as he was now given, Velani worked with exceptional prowess, his determination leading him to a great deal of success, and when it became time for a successor to the deceased Voice to be chosen, he managed to slyly captivate the hearts of his fellow Heralds, promising them powers and authorities, asserting his dominance over those who had not yet caught on to the nature of the game.
He has since worked tirelessly as the Voice to ensure that the status quo is maintained in a favorable degree, and that the heretical footholds of the city are quelled and annihilated before they can grow into any form of proper threat to himself or the followers of the Scarlet Belief. His charismatic speeches and rhetoric is on occasion broadcast entirely to the city by means of The Caller, throwing citizens into a fervent and fanatic state of devotion to the Scarlet Belief, enacting his will, and that of the Theocratum with ruthless efficiency.
Cult of Puppets

Perhaps the greatest of the assorted heresies located within Quacia is the Cult of Puppets. The Cult believe in several similar aspects of religion as the Scarlet Belief, including that there is a Wounded God located beneath the surface of the world, but they simultaneously believe that the Puppets remaining in the land are aspects of his divinity, and that if they can combine them all together in some obscure process, they will be able to resurrect the Wounded God to his position of might and prominence.

It's uncertain how, but she has been able to predict small events with traces of accuracy. She was able to roughly predict the events of 716, and when the shadows attacked many of the Cult began to see her as a prophet of the Wounded God, even as she slandered the Immortals in hateful tongues for causing such madness and devastation.
In truth, she does have power, though she'd be shocked and appalled to realize what it really is. Her nature is that of an Envoy of Ziell. With this status, she has inherited the ability to foretell small prophecies. However, all of these prophecies must be related to large-scale global events or directly affect her in an extremely impactful manner. It was one of these prophecies that convinced her to come to Quacia without ever having heard of the city beforehand. Information relating to her true identity as an Envoy of Ziell has been carefully hidden from all of the members of the Cult, and of Quacian society in general for fear of being branded a heretic, and facing anathema.
The Lady of The Puppets is now her acting title. Many have attempted to usurp her for control of the Cult, but she has kept a very close circle of three that ensure she stays in power. She has predicted that the Puppet lost to the underground will eventually be dug out, and a war will be fought to bring all of the divine Puppets together, but she has yet to pinpoint an exact date and there are questions as to whether such a prophecy is actually valid. To keep the lowest profile possible she has secured a very low ranking position within the Theocratum where she fits in rather well, especially considering she is still quite loyal to the Wounded God.
The Circle of 3
Avalon Hulaher
Male Sev'ryn - 26
The closest consort of Lorrain, he is her most trusted friend, ally, and bedmate, and those who do not answer to Lorrain have often been coerced into answering to him. Avalon is a very different creature than Lorrain in many aspects. Where the woman is strong and charismatic, winning over many with her prophetic abilities and charismatic personality, Avalon has been known to win allies through blood.
Hulaher is a fierce and quiet man, well versed in the art of Necromancy. He keeps a relatively low profile by working secularly as a non-descript Viceman. This is a two-part assignment, as he is also tasked with spying on Duke Detlev who Lorrain is said to have an unspoken grudge against. Avalon is mostly tasked with handling the dirty work for the Cult leader, acting as both spy and assassin,and not at all above dirtying his hands at her beck and call. He actually has a rather apathetic relationship towards the Wounded God as well as the Puppets, not feeling nearly the fanatical devotion as others within the Cult for them.
Lorrain is his only reason for being the member of the cult and he would bring himself down to any level in order to serve her whims. No one is quite sure how, or even why such a loyalty has been spawned, but it appears to direct a great majority of his actions. Avalon is also said to have started practicing Alchemy and Ensorcelling so that he can create magical artifacts for bettering the Cult, and driving them towards completing their goals.
The Recruiter
Male Yludih - 33
The Recruiter has not been known to have a true name, however he has been privately addressed by Lorrain as Pip. Whether this is his true name or merely a moniker is private information, but 'Pip' is easily the most secretive and least known member of the Cult’s upper echelon. He is a rather non-descript man who comes and goes without drawing much attention from others, and is relatively talented in maneuvering himself quietly throughout the city.
Despite his talent at hiding, Pip is a talkative man with cunning eyes who picks a piece of prey and descends on them quickly. His title as The Recruiter is all one really must know about the man, as he is the member primarily responsible for a majority of recruitment for the Cult. His motives are unknown, his nature is insincere, his name is hidden. In the end, the only thing truly well known about this man is his uncanny ability to pick the one person out of a crowd that can potentially be converted to the Cult. And he most certainly isn't above messy means.
If he feels a little blackmail will do the trick, then he'll bring in Avalon. If showmanship is the way to go, then he'll bring them to Lorrain. If they'd do it for the wealth then he'll discuss financial arrangements with Tess. Once he's picked a mark, he never desists in his recruitment attempts until the target has either conceded, or made it clear that they will never join the secretive organization. And he isn't above asking Avalon for help to keep his record perfect.
Tess Seraphina
Female Human - 29
Once upon a time, Tess was the spoiled daughter of a Quacian Baron who made a great mistake, and led to their family being disgraced. At least, that is the story that she tells anyone who asks about her past. Tess is very fond of Lorrain in a manner that is similar to Avalon, but not nearly as reverent of her.
Certainly, she admires the nature of the other woman in several ways, but she is not willing to blindly follow after her in the same way as Avalon. Tess is a businesswoman, and is in charge of the management of resources and materials for the various operations of the Cult. There is no doubt that the woman is quite proficient in business matters and in acquiring further financial capital for the organization. She's cutthroat in her business, and most of the Dukes and Guild masters know of her by one name or another, her true nature unrevealed to them.
It is acknowledged by few, and known to less that she has some measure of relationship ongoing with Duke Rayford Morose of The Gleam, and it is assumed that whatever contract has been signed between the pair has allowed for her continued assimilation of resources for the Cult.

The Vicemen are state-licensed individuals whose primary purpose is to provide the many vices and scummy habits of the city in a safe-environment. Safe is of course, relative, because the environment surrounding their Lair is notably sleazy, covered in pleasure-seekers whose highs prevent them from decent thought, and those decrepit few who look on with envious glints in their eyes.
Acting as one of the primary concessions from the ruling government and the Theocratum following the Heap’s Rebellion, Vicemen stand at completely opposite ends of the spectrum from the religious organizations of Quacia, and it is not uncommon to find them nearly completely enamored by their work, knowing that it is illegal for any of the Tribunals of the Theocratum to breach their sanctum of alcohol, drugs, and carnal pleasures.
Whilst none of these pursuits are illegal within the confines of Quacia, there are rumors and stories of Vicemen going beyond the purview of their licenses to commit more illegal deeds, smuggling in equipment and weapons to frustrated Heaps, moving migrants in through secret passages so that they may avoid the gaze of Condemnation, and even, rarely, the story of providing rooms for kidnappers to practice their malicious acts on living persons.
Orson Juder

Orson is a man who has spent many arcs perfecting his craft to best satisfy his customers. Orson is a Viceman specializing in the art of brewing alcohol and creating drugs and chemical products. He is well known for combining his two passions in order to create wonderful concoctions at minimalized risk. Which isn't to say that experimentation hasn't done damage, but it hasn't done enough damage to cause his business any serious problems, nor lead to the loss of his license.
He is well known throughout Lair for his creations and he takes great pride in what he does. Orson has it in his mind that whenever he creates his concoctions, he is doing people a service. He is little more than their humble servant and he must provide them with all the worldly pleasure at his disposal.
His father before him was a Viceman, his mother serving as a worker for the Vicemen who traded more in flesh than they did intoxicants. Because of this, Orson was raised in close proximity to the Duke of the Lair, Detlev as a very loyal servant.
He is closer to the Duke than many other Vicemen, the two having something of a rather long history of experimentation together.
Lex Wyverog

Lex is a creature powered on nothing more than insatiable greed and the constant yearning for something more out of life. Acting as both the local law-enforcement, and as the soldiers of the Quacian government, the Dragoon garrison serve a vital role in defending the city-state of Quacia both from the interior, and the exterior. Whilst the number of Quacia’s chief defense force has dwindled somewhat ever since the Cataclysm struck the city-state, it has nevertheless kept a tight grip upon the security of the area, and has managed to hold back both any enterprising banditry and criminals, along with the invasive Creep which never desists in drawing towards the city.
The Dragoons more than make up for their comparatively low numbers using the ancient technologies that have been granted to their disposal, and a rigorous training program which begins at youth, and runs for the remainder of one’s service. Squires are typically taken at the age of eight, and attached to a Dragoon so that they may learn the intricacies of warfare and combat. Squires are switched to a differing Dragoon to change their perspective and knowledge of different systems every three arcs until they are ready to officially join the garrison at twenty.

The Captain of the First Division, Alexander has served in his rank for the past eight Arcs. He is an excellent swordsman, and a far better crossbowman, responsible for holding back several assaults by the Creep infestation. The First Division itself is far more specialized in combatting the creatures and monstrosities that pour forth from the outer world, and as such, Cardiff has taken a rather serious interest in the makeup of the creatures in order to determine how best to combat them.
Perhaps most controversially, Cardiff has been seen on occasion leaving the city with groups of Dragoons in what he terms to be ‘Hunter-Killer’ squads, and then returning with the corpses of slain Creep creatures so that he may study them within the confines of Fortress. Primarily, he relies on the assistance of others who are more scholarly inclined to deal with such research experiments, though he remains present at all times to ensure that whatever has been slain does not inexplicably rise anew.
His behavior has brought him the reputation of being a somewhat eccentric warrior, someone who the public believes does all that he can both to perfect his abilities, and to showcase them to the world, though he does not stoop so low as to brag constantly about his conquests. Despite his charming quest for heroism, Alexander does not fall short when it comes to disciplining the denizens of the city when necessary, and it is well-known that he can display a level of cruelty far more severe than that of his counterpart; a trait developed when one has fought against unnatural atrocities for such a long time.
Dover Balmoral

A prim and proper individual, the Captain of the Second Division is responsible for dealing with a great many of the internal issues which plague the city of Quacia. An older gentleman, and the last remaining member of a Baron’s extinguished bloodline, Balmoral himself technically possesses noble blood, and he takes every opportunity to distinguish himself from the rabble by means of his etiquette and well-off upbringing.
It is not unusual to find Captain Balmoral decked out in a set of ceremonial armor, covered in the draping and livery of his family’s coat-of-arms, the last dying vestige of a once proud dynasty of Barons. Balmoral himself is a very precise man, and a perfectionist at heart, preferring that every detail has been oriented in a preferable way. It is for this reason that he is often responsible for a great deal of the training exercises performed by the Dragoon garrison, as his uncanny eye for detail ensures that the troops are given the highest-quality training possible.
The many Arcs that the soldiers have spent around Balmoral have ingratiated them somewhat to his otherwise self-focused presence, and he is notably quite well-liked among the soldiers of the garrison who perceive him as something of a grandfatherly figure, the last bastion of a dying creed of honorable gentleman warriors. Balmoral himself, whilst still a fierce combatant, is beginning to succumb ever-so-slightly to the effects of old-age, and he has needed to have his weaponry and equipment re-adjusted several times in recent arcs in order to ensure that he is not weighed down too much to fight effectively.
Balmoral’s perfectionist mind has made it difficult for crime to prosper in the city, and he takes a stance of exacting a specific amount of judgement upon those criminals who fall into the hands of his Dragoons, careful never to become overtly cruel, nor overtly merciful. The prim and proper distinction that the man has made of himself has made him a plethora of enemies in the Heaps, who perceive him to be little more than another noble flaunting his status, and abusing his power to exact personal advantages.
