[Effigy] Toxins Drugs and Medicines

Something I've wondered about. Since drugs are technically the province of poisoning (which was wrapped into Medicine during the Skill Scale Down), would it be possible to absorb or create a drug that has all the effects of that drug with Kuvarakh's effigy? And then use it in their breath weapon or various other delivery vehicles for toxins?

If not, what about side-effects of those drugs? Is it possible to get high from breath weapon? Why or why not is getting high considered as an effect of the drug's toxicity?

I would say that drugs are considered toxins, yes. Logic for this is if someone sneaks something like acid or lsd into someone's food or drink, it would be considered at least akin to poisoning them. Plus dividing them up seems nitpicky to me.
