Marcus, the unassuming receptionist for the Office of Natural Affairs, had been informed ahead of time to expect guests. Each were greeted with smiles, bows, hasty directions through the chaos of piled books and cluttered plant-boxes that seemed to litter every available surface of the Office. Almost hidden amongst the clutter, Nir'wei had cleared what had once been an old dining table, now repurposed with several books on Rharne law and history, as well as a few scarce books and letters on Rynmere - all currently in use to pin down a large map of the Rynmere Stormlands. Sketched, indistinct areas marked the outer edges of the Stormwastes, but he'd never known of any maps to accurately detail its insides. They'd simply have to work with what they had and fill in the gaps as they went along.

Nir'wei himself stood at the head, scratching at a little bit of stubble. "Good to see you." He waited until everyone arrived, greeting them with curt nods upon each arrival. "Let's not waste valuable time; we already know why we're here, and if we're here, we know why this is important. The biggest and most glaring issue is going to be, how to avoid a diplomatic disaster with a close ally over it." He knew a little on the topic, but frankly, he wasn't cut out for the diplomatic lifestyle. The thought of sitting down and negotiating every little thing for what was so clearly beneficial to them both had resulted in several lumps of scrunched, scribbled paper littering a small corner of the room. "When I said all that stuff about... an operation," he admitted with a broad, hasty hand-wave, "I just needed to get everyone to understand that we cannot fail in this, okay?" The thought of them falling into the wrong hands made his skin crawl.

"So, the first - and the most important - part of this plan is going to fall to Councillor Zana, if she's willing to cooperate." He gave her a hopeful little look and sent a little prayer to Karem that she didn't misinterpret it as pleading, or worse, grovelling. "A very complicated arrangement. The best outcome... Rharne gives us access to the Jacadons and allows us to "take care" of the "problem". They don't have to fear rogue Jacadons attacking their Lightning Knights, torching farmlands, generally causing a nuisance that would be much, much bigger than any of those Thundermaws or other things they have knocking about the Stormwastes, and we essentially ask for nothing in return. Call it an effort of good will and collaboration, whatever... but in "dealing with them", we take some alive and bring them back here." His fingers spread out across the map before him, then dragged up north-east.

Then his eyes shifted to Rand, then Oram. "Worst case... I've got an idea. The important thing here is that access to the Jacadons is controlled. Doesn't matter if Rharne also has access to them, as long as we do too, and they don't let anyone else touch them. Which means a military co-operation pact. We share access to the Jacadons, in exchange for some of our Air Elements, and Rangers, helping Rharne Lightning Knights to contain and control their little 'population problem'. It's not ideal, I know. I'd like to make a case though, if anyone has any objections, for why this will still be a great benefit to Scalvoris."

It was only two of many unlikely scenarios. He wasn't exactly a political savant - he wasn't even familiar with the nuances of foreign negotiations. He'd pored over them with his advisor beforehand however, straining his eyes over books with names he'd never heard before. The least he could do was come to the table with something of value to present, before opening the field to the others. "What do we think?"

Oram knew little about jacadons. They weren’t native to Scalvoris, so he had never run across them in any of his previous hunts. The information he could glean from his perusal of books he could find gave him a general idea: they were huge, reptilian, predatory, flying, potentially aggressive, although not normally overly hostile to the mortals. They had hitherto lived in Rynmere; lately, though, they had been seen in numbers in the Stormwastes- or was that the “Stormlakes” now?- just one of several dramatic changes reported in the area.

As a hunter, and as a person generally curious about creatures, Oram was intrigued at the idea of learning more in the field about these mysterious beasts. Nir’wei had indicated at the last Council meeting his conviction that jacadons had military uses; if he was right, it certainly behooved the Council to find out what they could about them. Nir’wei wanted more, of course: he wanted actual access to jacadons for Scalvoris’ own use. That was a rather different ambition, nor did Oram relish the prospect of diplomatic wrangling involved. “Hello, Rharne. We hear that an awesome secret weapon from Rynmere just fell in your lap. How about we Scalveens take it off your hands?”

The Chief Ranger was smirking as he pictured the Rharnians’ response to such a proposal, just as he entered the Office of Natural Affairs. Seeing Marcus brought him back to the present, and he gave the receptionist a more serious expression and a curt nod of acknowledgment as he was shown through cluttered passageways to an equally cluttered room with a hastily-cleared table where he and his two fellow Councilors were apparently to have their talk over an old map of the Stormlands. It was light on detail. Perhaps that was just as well, though, since the geography of the Stormwastes had apparently changed of late. Charting it would have been trying to chart a shifting target, much like Faldrass.

As Oram peered down at the outdated and lightly-detailed map, the Councilor of Natural Affairs opened. He got to his point quickly, even abruptly. They wanted to get their hands on some jacadons without making Rharne feel like they were being robbed. The image from earlier returned to Oram’s imagination, although Nir’wei’s intensity made it difficult to regain his earlier amusement. He looked over at Zana. This would indeed be a delicate matter, and it would fall largely to her. She had ambition and drive; did she also have the fine touch needed to get the Rharnians to agree to a proposal?

Gazing back down at the map on the table, Oram pondered a few trills before speaking. ”Before we send Her Excellency downrange,” he pointed out, ”we need to be clear on both what we will need and what we can offer. For example: we will, of course, need access to the Stormwastes themselves. We’ll need to be able to set up some sort of base there from which to operate. That itself could be a sticking point, especially if we want Elements there. A team of naturalists performing a study, together with some Rangers to guide and protect them in the field is one thing; having foreign soldiers in any strength on your own soil is another. We need to make a call on how big a mission we want, so that we ask for everything we need and nothing we don’t.”

He looked up at Nir’wei. ”What’s your vision? Are we looking to bag us some giant fliers as quickly as possible, or are we going to start small and cautious, so that we have a chance to study these things and figure out what we’re dealing with first? I don’t want us to be in the situation of a child that insists they want a pony, only to regret it later once they understand how much care and commitment owning one entails.” Oram shrugged. Analogies weren’t a skill of his, so he just had to hope this one was apt.

Zana arrived exactly on time and with a small bundle of papers, neatly tied with a ribbon to keep them together. She smiled sweetly and was most pleasant to the person who showed her in, making sure to thank them kindly, and then she came in and sat down. She perched, gently folding her hands in her lap to hold said papers in place, just on the edge of her seat. The place was cluttered and looked messy and chaotic. Much like the Council Member himself, she thought. And, just like him too, she wouldn't be surprised if there were some small dead animals scattered around the place. Behind or underneath books in the office, lingering in an unused pocket for the hobo.

Of course, Oram was here too. Also, Rand. Zana nodded to both of them ~ after she'd greeted Nir'wei with a nod, of course, this being his pigsty-come-office. Then, she sat back and she listened. As he spoke, she considered it carefully and she met Oram's glance as she raised single, perfectly shaped eyebrow. When Nir'wei said that it would fall to her if she was willing to co-operate, she smiled at him and nodded - just once. Of course she would do what she could here, it was her job to do so. Besides, this rather unlikely trio of men-folk would need her to provide some sense.

She listened to Nir'wei, and then to Oram. Then, she was quiet for a moment, before speaking once more. "I think that this is achievable, and I will work towards it most certainly," she said. It was important that the scruffy little dog-boy understood that. Tapping the paperwork she had brought, to show where the information came from "Our relationship with Rharne is good. When there was an attack on Scalvoris soil, I believe Rharne sent help. When the docks collapsed, Rharne were involved in the relief effort." She gave a slight, brief smile to them both. "I believe that both of those cases were negotiated ~ or, perhaps, demanded ~ by the same person. Our former Council Member for Welfare? I believe that she's your friend?" Zana smiled at Nir'wei. "And she's also in Rharne where she's building a hospital for the entire world, or some such venture," a casual, dismissive handwave spoke of how important Zana seemed to consider the hospital. "Perhaps you should consider her a resource in this." She smiled slightly. "Plus, if there's anyone else you ~ or anyone you know ~ knows or is linked to in Rharne? Any Scalvoris folks who have done Rharne a good deed?"

That said, Zana thought a little more. "Kura has spoken to me specifically about wanting to change the agreement for the portal stone with Rharne. While the new hospital lessens it's impact slightly, that hospital is very specific in terms of it's portals. The portal stone could be a good bargaining chip, yes? Perhaps if we open it up to more ... casual use, for want of a better word?"

Then there was the third, and final point. "Also, it seems to me that these Jackadons are specific and specialist and dangerous. Judging by the way you perked up when they were mentioned, do you have experience of them? Is that a selling point we can take forward? My perception of the Rharnians is that they will appreciate an up-front approach. We could even involve some of our specific and specialist alcohol in an exclusive trade deal, or something like that."

All that said, she gave a brief smile in Oram's direction. "Our Chief Ranger makes a good point - but I think that perhaps, judging by your reaction to them, Councillor Nir'wei, you've got a very clear idea of what this 'pony' will entail, yes? I'm sure a little more clarity there would help. If you do have experience and even ~ dare I say it ~ skill, then that too is a resource that we can rely on. We could even use that as a selling point for letting us help them. I'd like to wrap it up in that particular bow if we can." But that point came with another one, too. "Also, it would behove us to find out if anyone from Rynmere with Jacadon experience is in Rharne currently? Who they are, what their role is, things like that."

That said, she sat back and smiled a slight, rather self-satisfied, smile.

Kura had arrived in a simple carriage, as she had recently developed the habit of going over paperwork during these journeys, and she slipped some papers into a satchel that she was wearing over her coat. She was shown into Nir'wei's office and gave the mess a sort of amused look. "While I can't talk in regards to lettin' my work spread out, Councilor, you may want to keep a dedicated meetin' room that doesn't have a load of plants in it." she said, her tone serious despite the amusement in her voice. She didn't mind the plants, she lived on the edge of the Sweetwine Woods for a reason, but she did consider it a matter of governmental propriety to be prepared to receive guests properly.

Kura nodded at the others, as she had arrived just after the others. It was somewhat intentional, somewhat accidental with her usually arriving last. She tended to keep an ear and eye out for the people when she was out and about, and it delayed her a bit. Her arriving last also usually gave the room time to settle a bit. Once everyone was together, Nir'wei went over his plan and Kura tilted her head to the side slightly. It was pretty clear from her demeanor that she thought he had missed something. She waited for Oram and Zana to reply first, however, as she wanted to see what their thoughts on these creatures was going to be. Her expression didn't change throughout either of their responses, though, and when Zana finished, she spoke up.

"While Jacadons are known to have been an asset to the Rynmerian military, I am not convinced that we want to be goi' out of our way to get our hands on them. You seem to be thinkin' of them largely as a military asset, and that's a mistake." she said, her tone calm, but direct. "What they are, before anythin' else, is a large, flyin', steam breathin' alpha predator. Scalvoris may be bigger than Rynmere, but our ecosystem is vastly different. You're talkin' about bringin' an entirely new species onto the island. If anythin' goes wrong with the transportation, trainin' of new riders, or their containment, that's a dangerous species that the island has no experience with turned loose." she said, her gaze focused on Nir'wei.

"Somethin' goin' wrong is almost guaranteed to happen, for that matter. Nothin' ever goes perfectly, and that's not even accountin' for the possibility of direct attempts to interfere with these things from anti-council factions. There is a lot of danger in this proposal, and I'm not convinced that the pay-off will be worth it. A powerful mount for the air elements is certainly worth discussion, but you've been mum about the risks involved, and that's not good when tryin' to convince us to make deals for these things." she said, a slight reprimand to her voice.

Then she turned to Oram. "Rharne is incredibly unlikely to allow a Ranger presence in it's territory. We may not consider the Rangers part of the Scalvonite military, but I guarantee that unless they're mentioned specifically in a treaty, and they aren't, other nations will. They have a seat on the Council, operate under Council authority, and exist exclusively in Scalvoris. So far as other nations will be concerned, there's little functional difference between allowin' an Element presence in their borders, and allowin' a Ranger presence in their territory. Frankly, we should not count on any Element or Ranger presence being permitted for actually capturin' Jacadons. No one likes havin' foreign troops in their borders, and us askin' for Jacadons is not going to make them any more inclined to have our troops there." she said, her tone back to calm.

After that, she focused on Zana. "Doctor Augustin was instrumental to both those, and we provided military support to Rharne and the Zuuda during the war with Ellasin. Moreover, Councilor Morandi was present during the tail end of the Flameborn Siege, if I'm rememberin' the reports correctly." she said, nodding slightly. "If Nir'wei has experience with trainin' Jacadons, that is a powerful bargainin' chip, but not one we should presume exclusivity on." she said, before turning to the group as a whole. "Rharne was receivin' refugees from Rynmere as far back as the mage burnin's, and they've only gotten more since its recent collapse. We should assume they know exactly what's landed in their lap with the Jacadons. On top of that, the Jacadons have settled into their Stormwastes, or now Stormlakes, region. An area with no prior wildlife, so they won't have the ecological concerns we do." she said, her tone calm.

"I'm not inherently opposed to the idea of Jacadons, but the fact is, our position is not all that strong. Zana's right that Rharne will prefer an up-front approach, but we'll need to offer more than just takin' them off their hands and trainin' them. Wrapping up somethin' that's almost entirely a benefit for us as a favor to them is not goin' to work." she said, her tone calm. "Offerin' to train their own knights could work, but we'll still probably want to sweeten the deal." she said, before looking back and Nir'wei. "And the dangers in bringin' them here will need to be answered as well." she said, her tone not exactly a challenge, but it was clear she wasn't entirely behind the proposition either.

He'd rushed through his introductory speech a little hastily. It still felt like he was being put on trial, sitting before many of his fellow Councillors and peers, but then he'd brought it on himself, asking them for help. Some small part said he should have just gone by himself under a cloak of anonymity and gotten the job done in secret, as had always been on the table, but he'd never hear the end of it from everyone involved, even if it wasn't strictly against any rules he'd seen before. No different than someone capturing and training their own Scalv Sohr Khal, no matter how much noise was made to the contrary.

Oram spoke up first, and Nir'wei nodded, but corrected him quickly. "Access to the Stormwastes, yes. A base of operations or anything similar is completely out of the question, however. This would need to be carefully negotiated on their terms, but we'd focus on a small team of skilled individuals, working directly with the Lightning Knights as assistance. At best, a small squad or two of Elements and a Ranger hunting pack for guidance, reinforcing a group of civilian naturalists." A mixture of all three would be most likely to put everything necessary on the ground at once, and would leave questions on the actual numbers looking smaller than they actually were. "Our goal is to bag two fliers. Male and female. They'll be briefed on what to look for and how. Naturalists extract and retreat." He was concerned though by what Oram had meant - his brows pressing close at the mention of children.

Zana, however, had much more positive information to relay, and he found himself doing little more than nodding along for the most part. She'd done her homework - though he waited until she'd thrown all the questions she'd prepared, then glanced between her and Oram questioningly. "It's interesting that you've taken all the time to research my friends and acquaintances, but not thought to look into my previous employment." He was almost tempted to honestly question if they'd thought he'd fixated on the Jacadons for no other reason than he'd heard some pretty cool stuff about them one time. "In case you weren't familiar, yes, I am good friends with Faith Augustin. We first met in Rynmere, where she was a slave to some Venoran noble, and I had just taken my first job as an animal handler in the Skye Verath Lodge - maintaining, breeding, and training the Volareons and Jacadons used by the Rynmere Sky Knights. I learned under their Jacadon Expert, Gaspard Verath. Over a full arc... so, skill would be appropriate." More than enough time to become quite familiar with the creatures, though his work had more often than not revolved around the less-famed Volareon with Poppy. "I feel confident I could teach Rharne representatives in proper care and management, as well as train them in riding."

His mouth twisted slightly as he thought a little more. "As for anyone else... unless Gaspard himself was forced into fleeing, you won't find anyone else. Especially not a rider, short of an actual Sky Knight. I also have a few links to Rharne myself. A good deed involving saving a town square from Faldrun, while he was still alive, that earned me a signet of the Lightning Knights to call in favours. A few gifts from Ilaren herself as well. I was once almost a Lightning Knight. Didn't quite cut it."

Nir'wei was about to turn to Rand, who'd remained silent, but Kura spoke up instead. He couldn't mask his surprise at her criticism - he'd expected more of it to come from the Militant than her, though it was clear she wasn't categorically opposed at the least, and that meant there was room to make his case. "I was going to get to that part." His face didn't move from Kura, but his eyes slid to Rand again, and he sighed in slight resignation. "The Elements, as they stand right now, don't stand a chance in hell of handling the Jacadons, either as riders or as combatants when something goes wrong. Left loose and without anything in place to properly contain them, they could cause quite a bit of damage to unsuspecting civilians, plenty of harm to parts of forests or jungles. But. I feel confident we can put something in place before then, if given the time to work closely with a team or two of the best and brightest." His gaze slid back to Kura. "I take lead of a team of Air Elements and they'll be ready to answer any Jacadon threat, with Jacadons themselves. The ecosystem will be strained, but I am confident it will handle it. I'm more worried about the Jacadon being killed by our wildlife than I am the Jacadon causing trouble in ours - and if worst comes to worst, we have our own region with little natural wildlife for competition, after its volcano erupted. Plenty of people nearby that'll be happy for an influx of Elements and Rangers for business." Faldrass did always seem to get the new toys, didn't it.

"Who gave you the authority to run a team of Air Elements?" Rand spoke up at last. His voice was firm, but unlike Kura, there was an edge of steel to it.

There it was. Nir'wei swung back. "I told you, the Elements aren't prepared to handle this. I can, but if I'm going to do it and do it right, I need a guarantee that what I say, they do. That means I have operational control on Jacadon matters. Whatever they do for you is your business, but when they're on Jacadons? I decide what they can and cannot do."

Anyone else might have looked like they'd been smacked. Most might look ready to smack back. Rand was unreadable. Just the level of stoic calm on his face through it all was frankly intimidating. "If you believe that is how this works, you have misjudged the Elements very poorly," he replied in a tone laced with disappointment. "You're in no position to be making these demands. The Alberach is correct. These Jacadon sound more trouble than they're worth."

"So, pray tell, what happens when I bring one back from Rharne?" Caution to the wind. Propriety be damned. "Just a single one. They fly, so it could be done. Stormwastes, Stormlakes - I walk right in, get one, come back. What happens to your Air Elements and the reputation to the population if I do whatever I want, maybe become a mercenary for hire or a vigilante, and you can't stop me, because I have something you can't compete with, barring setting up ballistae at every village. What happens if it's not me, if it's someone with a slightly less savoury reputation? What if there's more than one of me? Gonna lose half our Enormowls, maybe more, against a lone rogue? Because you couldn't swallow enough pride to make sure we were ready?"

It was a little far-fetched, and he knew it, but there was technically nothing stopping that exact scenario from happening, however unlikely, and the results were bleak. "Jacadon also aren't like Enormowls or Storm Rocs. They aren't even close to a Scalv Sohr Khal. They bond with their rider at a young age with an emotional connection that makes them almost incapable of working with another human, and they only do it once in their lifetime. That means every Air Element capable of riding them also has to train and care for them until they can be convinced to not snap at the necks of any other trainer that tries to get close. Every specimen pulled for your team is another permanently removed from the breeding pool, since it replaces their mating bond and makes them incapable of siring. Combine that with the sheer power of one, and a capable rider... if this is going to work at all, it's this, or nothing. There's no negotiation."
