Councillor Nir'wei would like to invite the Office of Foreign Affairs to attend a meeting also scheduled to include the Foreign Affairs Councillor Zana, Militant Rand and Chief Ranger Oram to continue discussions regarding Rharne and the emergence of the Jacadon that begun within the Council Meeting for the Hot Cycle 722. The aim will be to determine an appropriate course of action to handle the potential emerging threat and engage in foreign diplomatic negotiations to acquire these animals, or failing this, an operation to successfully recover these creatures for training and breeding purposes.
The potential impacts of these negotiations and their results cannot be understated. It cannot begin without your approval.
Because of the time-sensitive nature of this information, a meeting of your earliest convenience is requested, no later than the 10th of Vhalar if possible, to be held at the Office of Natural Affairs, in Almund. If this is acceptable to you, please let us know and we will confirm the date.

Madame Albarech:
Apologies for the belated nature of this missive. I have a concern that I didn't wish to voice during the meeting regarding trade, yet is nevertheless an important consideration going forward. Your blithe mention of the possibility of burning the Scaltoth, one of the four corners of spiritual power in this Island, was quite a reckless thing to utter aloud. Although I realize you wouldn't seriously consider any such action, others may look upon such reckless language with considerable outrage and quite appropriately in my opinion. I'd say this, especially considering that one of the heroes of the Forging is a tribal member themselves. You may wish to monitor your language about such casual suggestions, even if they're only made in theory, and watch that such utterances aren't made publicly. My diri, Sod, was horrified although he is slow of tongue, and only informed me lately that he now believes you to be a reckless 'Fire-Fiend' a few seasons after the meeting. Only a few trials ago in fact. I had to reassure him that you weren't serious, but he's a spirit and thinks differently from the rest of us. He cannot now be shaken from this belief.
I hope you consider your words more carefully in the future.
That said, I do have a proposal for a potential meeting in this or later seasons. Perhaps to be held in Zi'Da or in Rebirth, the anniversary of the Forging? That the Forged have a reunion of sorts, both council and non-council, to confer on the state of affairs that concern the spirits. I think such a congregation might help us reach greater heights of cooperation and cohesiveness among the spirit bonded, where these bonds have slightly loosened over the past arcs. Please give it some thought.

I am know that neither of us knows the others, though I have heard good things about you. The reason for this missive is to let you make you aware of a shipment of supplies coming to Scalvoris. I have heard about the snow storm that has raged across your beloved country. I sorrow for everyone who has struck by this tragedy. I have beloved friends on your island and wish to help them, but feel the best way to do so is to supply what meager help I can to as many people as possible. Attached is a inventory of what should be coming via transport. I wish you all the best and pray for the Immortals and Induks blessings upon all of you.

In the wake of the Pirate attacks, and in light of certain interactions persons have had with several of them, it's become clear that some of the Pirate Lords are better suited to enlistment as allies to Scalvoris, and brought into the fold in some manner or fashion.
I've approached the Iron Maiden, Gwar, several times in an effort to secure her services as a Privateer. I believe she's willing, but first will need certain assurances from the government that she will be accepted in such a role, as I have no authority to grant such a role.
Since her purview as a Privateer will be both foreign in nature and domestic, it made sense for me to contact the Foreign Affairs councilor as well. I'll be sending a similar letter and request to Councilor Delroth. I hope I can count on your support in this matter, the Iron Maiden has a reputation for protecting Scalvoris waters most fiercely, and it would be a shame to let her be a free agent, for the next villain to scoop up as an ally.
OOC: I've decided to invoke the clout that Woe achieved through this secret plotline reward in the Snow Storm event. Specifically he's taking the sole option to make a case for dissolving the council:

It's clear to me that the council has become a vestigial growth for the Scalvoris government, at best, and a bureaucratic quagmire at worst. While you may wish to keep advisors on board for various aspects of the government, specifically those pertaining to core functions such as military, Foreign Relations, environmental oversight, and education, I would argue that the style of putting single individuals into those positions by appointment has led to a wide-reaching stagnation of leadership. I don't believe that fewer voices contributing to government are the answer, but having many opinions and sources to draw from when it comes to the governance of various aspects of the island's running. The appointment of an 'Alpha' officer for any of the departments and more than I mentioned is a antique of a past where 'important' ladder climbers grabbing official clout for themselves was what motivated them to do good for the island. They've grown comfortable in their positions, and it's obvious that this has led to a troubling indifference toward progress for the people and institutions they govern.
As such, I propose that the Council as it stands currently be dissolved. I offer up my position as 'Egg' and heereby relinquish it. I will remain a prominent member of the community and a business owner, however I feel that the placement of all responsibilities and leadership on one man's shoulders leads to stagnation of civil involvement from all other individuals, who may have something to contribute toward progress, but are reluctant for fear of lack of recognition or for more personal reasons.
I strongly urge you not to seek a replacement for the Egg, obviously, and indeed would move that the Council be dissolved, and all power and responsibility be placed in your hands, albeit with however many advisors as you see fit to keep, without restricting it to one per section.
Scalvoris has grown in significance and power in recent years despite the set-backs, and it cannot afford stagnation at this point.

It is important that we meet as soon as you are available. I have discovered information regarding the security of Scalvoris which it is imperative that you receive, but I do not think it is safe to disclose in a letter. I will be reachable at the Black Cats headquarters whenever you can visit.
My source is not one the enemy should be able to anticipate, but the more we act, the more they will react. I only have a broad picture of the danger and I lack the words to describe it. I would like to investigate further as soon as possible. I will only wait a trial before moving further. If you knew what I think I know, you wouldn't wait longer either.
Defiance: Skin always glows faintly and he is warm to the touch. His is also the center of a field of static electricity so people get shocked touching him on occasion. Rupturing: Orange etheric cracks spider-web up his arms to his elbows. His eyes and the glowing cracks going down his cheeks glow dark blue. Transmutation: He has a series of emerald, glowing cracks on his right pectoral.
Marks
Bellinos: His fingernails are always black. The color fades into his fingers. Celarion: A dim glowing ring surrounds his left forearm. Palenon: A silver lightning shaped mark about the size of a hand stretching up towards his torso.
Scars
Oops, Oops, Ouch: Balthazar Black has twenty scars across his back from a lashing as well as scars on his hands and arms from jagged rocks on Faldrass. There are two scars on the sides of his abdomen from being stabbed and a slash across his back which blends in with the whip scars.
