The Denizens of the Shadow Quarter

The Shadow Quarter is full of lower level fiends and criminals looking to make their mark on the city of Rharne, and hoping to get into the power structure that is the Shadow Quarter. This thread is for the quick and easy development of such members, for anyone who wishes to use these low-lives in their threads.

If you want to dev a Denizen for yourself, please see the form below. Otherwise, anyone who is inferior to a Shadow Lord, is free to be devved as long as they adhere to the skill limits listed for each tier (listed at the top of each tab).

I will add to this roster as I feel inspired and as you guys dev them.

The Shadow Lords require moderator approval and oversight in order to use in threads.


Soldiers

For submitting Soldiers, the skill set up is thus: 8 skills: 1 master, 3 expert, 4 competent. They are often overseeing a decent-sized gang of a dozen or more faceless npcs, and sometimes one Affiliates or Prospects. They can also often be lone operators.

Affiliates


For submitting Affiliates, the skill set up is thus: 8 skills, 2 of these skills are expert, 4 of these skills at competent, 2 of these skills at novice. Affiliates tend to lead a small gang of prospects, or maybe a few pets, but they are just as often lone operators.

In another life, he was a successful businessman, a loving husband and a father. After the incident that caused him everything, he moved to Rharne to start over. He got a knack for scouting talented people and using them to expand his influence and business further. A person whose philosophy could be summed up with “Everything & everyone have a price”. He’s the type of person to have others do the job for him, but he doesn’t let just about anybody do the work for him. He will personally choose the person he knows would be able to do the job.

A Dust Quarter native, Pekar was always drawn to the money and aura of fear that the Shadow Quarter initiates exuded. Unfortunately, he had to endure a painful decade finding out what sphere of criminality he wasn't suited for. Gambling, thieving, and fighting... these are not his forte. The loss of two fingers on his left hand can speak to how far he rose as a thief: enough to be noticed, not far enough to succeed. But he eventually discovered that he had more of a gift for charm, identifying talents in others that he may have lacked, and knowing the right name and place to send those promising folks to. Still a young man, he's yet to truly prove himself to his betters in the SQ, but he's hungry and talented enough to be on the "right" path. To the point that he's even got a hulking minder simply called "Brick" watching his back, making the hustling criminal recruiter feel a little more powerful for having someone to boss around.

Despite little being known of the lanky Biqaj (least of all his clan name), the bearded Blackfin is regarded as quite the asset to the SQ... mostly on the water, though. A despiser of pirates like all his people, Vyketh was nonetheless more amoral than most of his kin, and found the loophole of smuggling to fit him quite nicely. He's still building up his operation, expanding his crew, establishing connections beyond Rharne and across the Orm'del Sea. But his superiors agree that he's one to watch, and his gift for reading the night tides to slip past the Revenue Men is respected by all (even if his smug attitude is not).

Venger came up through the SQ "the old way". Violence, brutality, fear, and cunning. Arguably this is the "current way", too, but the Rharne of the present day is more diversified and progressive than the previous century. Venger is seen by many as a relic, gaunt, rasping, implacable and unreasonable. But everyone respects the fact he's built a thriving organization under him, specializing in drugs, extortion, and usury. Many are surprised that his patron would be a Naerikk, and a mage at that, but The Witch Doctor appreciates loyalty married to efficiency, and Ol' Bony wields his fear and experience well enough to ensure he's one of her most lucrative distributors.

In the course of your adventures, should you vanquish one of these foes, please resubmit them with the updated information and a link to where you killed them, and they will be immortalized in the Gutter Trash.

There are a few ground rules, put together by Pegasus, which I'll list below:
  • In your review request - you must link to this thread - showing your submission of the NPC here. These NPCs do not follow the usual rules and our Peer Reviewers need to know that you are playing to your skills.
  • Consider these "flavour" NPCs. They follow the same rules as flavour NPCs , but with more skills than usual flavour NPCs.
  • The same rules for story as Flavour NPCs apply. You can meet them, see them in passing, notice them in a bar, etc. If, however, an NPC becomes a significant part of your story, then they should be submitted as a city NPC.
  • Please use them in a way which makes story sense for their level of experience.
  • Remember that not all Shadow Quarter Denizens are required to work against your pc.
  • Remember that not all Shadow Quarter Denizens are warriors.

He looks unremarkable, with brown hair, blue eyes, and an average but muscular build.

One of the more successful people in the illegal trafficking business in Rharne both of substances and people. His business really started booming when a turn-over in the former enslaved left many disenfranchised. Out of it, he managed to cobble together a great amount of organization within that fallout, to where Rharne's gain in 'Liberation' was his gain in the expertise of former slave owners and their stock. He easily learned how to subjugate and subvert the still thriving pleasure business by moving slaves into those jobs, seamlessly hiding them in plain site of the authorities. He became something of a pimp, running several pleasure houses out of the Earth and Glass Quarter, and doing regular business with existing establishments for the purposes of ad-hoc escorts.

He succeeds at keeping his enthralled slaves by a combination of manipulation, intimidation, and twisting their sense of trust. He created an illusionary world of danger beyond his protection, and points to how well he takes care of his 'lads and lasses' as a demonstration of his magnamity. However, when push comes to shove, he's capable of fighting and beating his slaves, although he's an expert at doing it without damaging them overmuch. he prefers the use of a black-jack or cushioned club for this purpose.
