On the first of Vhalar, Ilaren makes it known to the populace, through her heralds the Thunder Priestesses and the Council, that the need to peacebind one's weapon will henceforth no longer be required of its citizens. Given the need for an armed populace against the threats from without, it's been deemed an antiquated tradition that has no reasonable founding in practice. Especially given the fact that it only applied to blades longer than a dagger.
Henceforth, no citizen will be required to peacebind their weapon, nor will they be fined or ordered to bind it upon entry to the city. However, this news was slow to travel to the gate guards, who've always been rather strict about binding the weapons of outsiders. Thus there has and will be some lag between the implementation of the law and the actual execution. In subsequent seasons, Citizens and travelers will not need to fear having their weapons bound.
All other usual laws still apply, and people are still encouraged to settle disputes in a civilized manner, through mutually consensual brawling duels rather than armed duels. Murder is still a crime, assault is still a crime. And the Lightning Knights are still vigilant against these crimes, wherever they occur.
The announcement spread out among the populace, becoming more widespread as the trials wore on toward Zi'da. And while there may be instances where Lightning Knights are slow to accept the newly emancipated arms of citizens and travelers, they will not be held legally liable for not having their weapons peacebonded.
